摘要
概要阐述了我国农产品市场化改革取得的斐然成就,及其重要标志"十新"。在此基础上,全面深入分析了目前影响农产品优质优价的5大传统因素的新变化和粮食能源化、金融化等新影响因素;阐述了政府宏观调控主导因素的重大作用。针对各种影响因素及农产品市场存在的短板,深入论述了发展农产品市场的对策举措:一是高扬"一个新理念";二是善于兼用"两手";三是着力推进"三转";四是完善健全"四项机制";五是协调推进"五优联动";六是抓紧抓好"六大创新"。要以创新为动力,坚持以农产品市场"供给侧"结构性改革为主线,促农产品"供给侧"结构与"需求侧"结构升级相适应,完善农产品优质优价机制和促进制度创新,加快实现农业农村全面现代化和小康化。
The remarkable achievements in the market-oriented reform of agricultural products in China are briefly summarized by ten new developments.On this basis,a further comprehensive analysis of new changes in the five traditional influencing factors is conducted,along with new influencing factors of food energization and financialization.The government macroeconomic control is also discussed as a leading factor.Countermeasures in view of the above influencing factors and existing shortcomings are proposed:advocating"a new concept";using"two hands"as a means of regulation;striving to promote"three turns";improving"four mechanisms";coordinating"five excellent linkages";grasping"six innovations".Innovation should be taken as a powerful driving force.With the supply side structural reform of agricultural products as the main path,it should be aligned with the demand side structural upgrading.The high quality and good price mechanism of agricultural products should be improved by institutional innovation,in order to accelerate the realization of the comprehensive well-off of the people’s livelihood and the comprehensive modernization of agriculture and rural areas.
