职业教育高质量发展的内涵、标准与实践路径

Research on the Connotation, Standard and Practice Paths of High-quality Development of Vocational Education

职业教育高质量发展是教育高质量发展体系中的重要一环。我国已建成全世界规模最大的职业教育体系,但“质”的发展仍是当前面临的重大问题。遵循职业教育高质量发展的教育性逻辑、政策性逻辑和战略性逻辑,阐释职业教育高质量发展的必然性,从生态平衡发展观、质量管理发展观和人本主义发展观出发,论证职业教育高质量发展的内涵,从价值标准、功能标准与方法标准三个维度构建职业教育高质量发展标准,并据此提出制定职业教育高质量发展战略、完善职业教育高质量标准建设、发挥职业教育质量评价指挥棒作用的职业教育高质量发展路径。

The high-quality development of vocational education is an important link in the high-quality development system of education.China has built the largest vocational education system in the world, but the development of “quality” is still a major problem at present.Following the educational logic, policy logic and strategic logic of high-quality development of vocational education, this paper explains the inevitability of high-quality development of vocational education, discusses the connotation of high-quality development of vocational education from the perspectives of ecological balance development, quality management development and humanistic development, and further expounds the standards of high-quality development of vocational education from three dimensions: value standard, function standard and method standard, and puts forward the following three practical paths: formulating high-quality development strategy of vocational education,perfecting the construction of high-quality standards of vocational education and giving full play to vocational education.
