乡村振兴战略背景下农村基层党组织建设研究

On Rural Primary-level Party Organization Building in the Context of Rural Revitalization Strategy

农村基层党组织在实施乡村振兴战略中占有重要地位和发挥着关键性作用。加强农村基层党组织建设,是实现乡村"组织振兴"的题中之义,是实现乡村全面振兴的重要保障,是解决新时代主要矛盾的组织保证。乡村振兴战略对农村基层党组织建设提出了新要求:要关注重点领域,发挥社会主义制度优越性;突出政治功能,发挥"能人组织"作用;强化领导功能,发挥战斗堡垒作用;加强队伍建设,发挥党员先锋模范作用。现阶段推进乡村振兴战略、加强农村基层党组织建设,要突出政治建设,严格执行党的意志;强化制度建设,深度融入农村社会;发展依靠农民,持续增强发展活力;发扬党员奉献精神。

Primary-level Party organizations in villages play a key role in implementing the rural revitalization strategy.Strengthening rural primary-level Party organizations is important for realizing rural“organizational revitalization”,as they provide the groundwork for realizing rural revitalization,and organizational guarantee for addressing major conflicts in the new era.The rural revitalization strategy puts forward the following new requirements for primary-level rural Party organizations:focus on key areas and give play to the strengths of the socialist system;highlight political functions and give full play to the role of“capable people organization”;strengthen leadership functions and play the role of fighting fortresses;strengthen team building,encourage their members to play an exemplary role.To advance the rural revitalization strategy and strengthen rural Party organizations,we must give priority to political building and strictly implement the decisions of the Party,strengthen institutional building and deeply integrate with the rural society,rely on farmers and boost development vitality,and raise each Party member’s sense of dedication.
