国家矿产资源安全循数治理:内涵、机理及实现路径

Number-based Governance of National Mineral Resources Safety:Connotation,Mechanism and Realization Path

矿产资源安全是国家总体安全观的重要组成部分。新时代矿产资源安全战略管理面临着复杂严峻的国内外形势和新兴技术对传统管理模式的冲击,亟需提升以安全预警和风险决策为核心的治理能力。本文引入"循数治理"理念及机理,在对其内涵要义进行系统阐释的基础上,分析了国家矿产资源安全循数治理从治理主体多元、决策权力共有、组织结构柔性化和预警与决策协同化等四个维度驱动治理能力现代化的机理。围绕循数治理的治理理念、治理体制和治理机制三个方面,提出构建国家矿产资源安全循数治理模式的实现路径。

Mineral resources security is an important part of the overall national security concept.Suffering from the complicated domestic and international situations as well as the impact of the emerging technologies on the traditional management model,it is greatly urgent for the strategic management of mineral resources security in the new area to improve the governance ability with safety early warning and risk decision as the core.In this paper,the concept and mechanism of“number-based governance”are introduced,and based on the further systematic explanation of its connotation,the mechanism that the number-based governance is employed for driving the modernization of governance capacity of the national mineral resources security from four dimensions,namely,multiple governance subjects,shared decision-making power,flexible organizational structure and synergy between early warning and decision-making.Focusing on the concept,system and mechanism of number-based governance,this work puts forward a path for realizing the construction of the national mineral resources security number-based governance mode.
