“条条调动块块”:社会治理中条块互动的进阶策略——以珠海平安指数为例

“Tiao Mobilizing Kuai”:A New Strategies for“Tiao/Kuai”Interaction in Social Governance—— Evidence from Ping An Index in Zhuhai City

从"以经济建设为中心"进入全面发展新阶段,"块块"体系末端呈现的"上面千条线、下面一根针"任务情境可能会进一步强化,作为"条条"的职能部门又会如何竞争基层政府对其主抓工作的有限注意力?不同于以往"块块带着条条"的行动策略分析,本文基于"条条"的视角,以一个公安部门调动基层政府参与治安工作的案例为切入,探索了社会治理中条块互动的进阶策略。研究发现,"条条"通过激发政治势能、塑造政绩形象、动员公众参与,实现了提升基层社会治理的效果。"条条调动块块"探索了社会治理场域中条块互动的新机制,为深化条块关系研究带来了更广阔的视野。

With the emphasis on social governance,grass-roots government(kuai)are faced with numerous tasks,and each functional department(tiao)has to compete for the limited attention of the grass-roots government to its work,achieving"tiao/kuai"coordination in specific governance task.Different from the mode of"kuai leading tiao",from the perspective of"tiao",this research takes a case of Ping An index in Zhuhai and explores the new strategy and its realization mechanism on"tiao/kuai"interaction.It is found that political potential energy,impression-based result and public participation jointly mobilize"tiao/kuai"to governance task.The strategy of"tiao mobilizing kuai"contributes to solve the problem of"tiao/kuai"segmentation,explores the interaction between Tiao Kuai in the field of social governance,and brings a different vision to the study of"tiao/kuai"relationship.
