制造联结:基层的双重组织化与公共资源配置——以S市“民生微实事”项目为例

Manufacturing Connection:Dual Organization and Public Resource Allocation at the Grassroots Level——A Case Study of S City

国家公共资源的不断输入为基层治理能力的提升带来新的契机,然而,如何建构起自上而下的资源输入与自下而上的公共品需求表达之间的联结机制,如何避免"分利秩序"的出现,是当下基层治理中的瓶颈问题。本文通过对一个南方城市S市H社区"民生微实事"项目的实证研究,提出基层的组织化影响着基层的公共资源配置,而基层组织化包括两个层面的内容:一是社区的自组织化,二是社区的公共组织化。在基层双重组织化的基础上,社区有序、有效地表达需求偏好,并使这些需求偏好进入公共政策的制定过程。社区横向协调的机制与政府纵向整合的机制得以联结,一种"新双轨制"正在形成。

The continuous input of public resources brings new opportunities for the improvement of grassroots governance,however,how to construct the linkage mechanism between the top-down resource input and the bottom-up public goods demand and how to avoid the emergence of predation are the bottleneck problems in the current grassroots governance.Based on a case of H community in S city of southern China,this paper proposes that the organization of grassroots level affects the allocation of public resources.The grassroots organization includes two aspects:one is the self-organization of the community,the other is to build a bridge between the community and the government.On the basis of the dual organization at the grassroots level,communities can express their needs and preferences in an orderly and effective way,and bring these needs and preferences into the process of policy-making.The horizontal coordination mechanism of the community and the vertical integration mechanism of the government can be linked,and thus a"new dual track system"is forming.
