基层治理中政策的搁置与模糊执行分析——一个非正式制度的视角

Analysis on the Suspension and Ambiguous of Policy Implementation in Local Governance——A Perspective from Informal Institutions

在中国背景下,自上而下的层层加码和行政权力的下沉让基层政府忙于应付层出不穷的改革和新政策,暂时中断了正在执行的政策,导致政策的搁置与模糊执行。通过对几个乡镇和街道的田野调研,本文对传统的非正式制度理论进行进一步的改造性诠释,提出了非正式制度在基层治理中表现出的四种样态,以呈现中国基层政府政策执行的一个面向。政策的搁置与模糊执行折射出基层政府的行动逻辑和基层治理的新困境。如何调适正式制度与非正式制度的紧张,减少政策的搁置与模糊执行,让非正式制度成为国家治理方式的有益补充,提升基层治理能力,是未来国家治理需要关注的重要议题。

In Chinese context,the top-down layering and devolution of administrative powers have made the grassroots government busy with endless stream of reforms and new policies,thus shelving or interrupting the policies being implemented,leading to the ambiguity of policy implementation.Through field research on several towns and streets,the traditional informal institution theory is further modified.The author addresses four types of informal institutions and presents a face of China’s grassroots government policy implementation.The existence of suspended and ambiguous implementation reflects a new dilemma and the action logic in local governance.How to adjust the tension between formal institution and informal institution,reduce the number of suspended policy implementations and the ambiguity of policy implementations,make informal institution a useful supplement to state governance,and improve the grassroots governance is an important issue which needs to be paid attention to in future national governance.
