行为恰当、执行沟通与制度化:地方政府创新的可持续研究

Appropriate Behavior,Implementation Communication and Institutionalization:A Sustainable Research on Solutional Innovation of Local Government’s Self-development

本文基于上海市H镇为解决自身发展问题而进行创新的案例,从创新设计、创新执行和创新维护的过程管理视角,对应提炼出创新主体自主性、目标群体价值兼容性和核心内容可调适性三个创新要素及其特征,以分析这些创新要素特征是如何影响创新可持续的过程机理。分析表明:首先,针对地方政府为解决自身发展问题而进行的高自主性创新,在制度环境模糊下,要在创新设计中重点做到行为恰当。其次,当创新与目标群体的价值兼容性较高,对创新的重要性有充分认识,应注重执行过程中的沟通,以保证执行的有效性。最后,综合考虑创新的前两个特征,在核心内容可调适性较弱下,要及时把创新上升到制度层面,并努力提高制度化水平。本文研究对持续有效推进政府部门特定的改革创新具有一定理论指导意义和实践参考价值。

Based on the reform of public budget system in H town of Shanghai,this paper,from the perspective of process management of innovation design,innovation execution and innovation maintenance,extracts three characteristics of innovation elements:innovation subject autonomy,target group value compatibility and core content adaptability,and analyses how these characteristics affect the process mechanism of innovation sustainability.The analysis shows that:Firstly,in view of the innovation to solve their own development problems,the innovation subject should focus on the appropriate behavior in innovation design.Secondly,when innovation is highly compatible with the value of the target group and the importance of innovation is fully recognized,communication in the process of implementation should be emphasized to ensure the effectiveness of implementation.Finally,considering the first two characteristics of innovation,we should raise innovation to the institutional level in time and strive to improve the level of institutionalization under the weak adaptability of the core content.This paper has certain theoretical significance and practical reference value for the specific government innovation.
