摘要
县域政府包干制是基层政策执行的独特机制,广泛存在于县域治理中。县域政府将"中心工作"包干给党政组织内享有固定职薪和相应职位、职级的官员;官员在没有经济激励的条件必须完成包干任务。与专业分、部门化的科层制相比,县域政府包干制具有整体性、主动性和灵活性等特点。县域政府包干制主要源于党委组织的"中心工作"逻辑。基层政府的组织特性和基层社会的复杂性是包干制产生与运作的组织与社会基础。
As a unique mechanism for the implementation of grassroots policies,the county government contracting system is widely used in county governance.County governments assign"central work"to party and government officials with fixed salaries and corresponding positions and ranks.Officials must complete the task without financial incentives.Compared with the professionalized and sectionalized bureaucracy,the county government system has the characteristics of integrity,initiative and flexibility.The county government contracting system mainly originates from the logic of"central work"organized by the party committee.The organizational characteristics of the grass-roots government and the complexity of the grass-roots society are the organizational and social basis for the emergence and operation of the system.
