社区情感治理的实践价值与运行逻辑

The Practical Value and Operational Logic of Community Emotion Governance

社区治理是国家基层治理的重要内容,情感治理为社区治理提供一个重要而独特的视角。结合社会行动理论,从原生型情感治理和工具型情感治理两方面考察南宁市二桥西社区“逢四说事”机制。研究发现,原生型情感治理包括治理主体的价值理性行动、融入理性或人为干预因素的情感行为和传统行为等机制;工具型情感治理包括空间聚合性、参与主体多元性、内容双重性以及治理流程规范性等内容。在搭建情感治理基础、挖掘情感资源、嵌入情感支持的基础上,对事、对人、对物、对组织有感情,促进情感双向认同,引发情感共振,由此形成完整的社区情感治理路径。

Community governance is an important part of national primary-level governance.Emotional governance provides a significant and unique perspective for community governance.Based on the social action theory,this paper investigates the operation of"Discussing Things on Every Four"in Erqiaoxi community of Nanning from two aspects of primitive emotion governance and instrumental emotion governance.It is found that the primary affective governance includes the value rational action of the government,the emotional behavior incorporating rational or artificial intervention factors and the traditional behavior.Instrumental emotional governance includes spatial integration,diversity of participants,content duality and standardization of governance process.On the basis of building the emotional governance,mining emotional resources and embedding emotional support,the two-way emotional identification can be promoted and the emotional resonance can be triggered by connecting with"events,people,objects and organizations",thus forming a community emotional governance path.
