Constructing a New Development Pattern to Better Promote Employment

"十四五"时期,中国将通过加快构建新发展格局提升经济发展水平和重塑国际竞争新优势。文章认为,在构建新发展格局进程中,就业将处于更加重要的地位,既面临新的机遇,也面临一定的冲击,主要表现为就业压力加大、就业结构性失衡加剧、就业质量出现分化。为实现更加充分、更高质量就业,必须强化就业优先政策,坚持经济发展的就业导向,提升劳动者素质和技能,深化劳动力市场化配置体制机制改革,加强对重点群体的就业支持,健全充分就业和高质量就业统计指标体系等。

During the 14 th Five-Year Plan period,China will accelerate the process of constructing a new development pattern in order to enhance the level of economic development and form new advantages in international competition.The paper claims that the issue of employment is crucial in this process and it encounters both opportunity and challenge,as manifested by the increasing employment pressure,employment structural imbalance,and diverging employment quality.In order to achieve a fuller and higher-quality employment,it is necessary to strengthen the employment priority policy,adhere to the employment orientation in economic development,improve the quality and skills of workers,deepen the reform of the labor market allocation system and mechanism,strengthen employment support for key groups,and improve the employment indicator and statistical system.
