引导规范背景下营利性民办高校的发展风险与化解对策

Development Risks and Countermeasures of For-profit Non-governmental Institutions of Higher Learning under Guidance and Regulation Background

引导规范营利性民办高校发展是我国实施分类管理的题中应有之义。针对当前民办高校分类管理推进缓慢、举办者营利性办学意愿强烈等现状,基于当前民办高校的发展环境,分析我国营利性民办高校来自社会、政府、市场和组织内部所面临的主要风险。在此基础上,总结美国营利性大学在与社会的良性互动、与政府的两面关系、与市场的双向信任、与公司的调适发展四个方面的发展经验及教训。最后,结合我国实际情况,提出应对营利性民办高校发展风险的化解对策:更新观念与行动,改善社会环境氛围;完善政策与制度,优化规范保障举措;明晰风险与机遇,发挥市场机制优势;创新办学与管理,探索高质量发展模式。借此引导规范民办高校作出合理的“营非选择”,促进自身的高质量发展。

Guiding and regulating the development of for-profit non-governmental institutions of higher learning is of great significance in implementing differentiated management in China.In light of the current slow progress in the classification management of non-governmental institutions of higher learning and the strong profit-driven intentions of operators,based on the current development environment,this analysis examines the main risks faced by for-profit non-governmental institutions of higher learning in China from society,government,the market,and internal organizational perspectives.On this basis,the development experiences and lessons are summarized in four aspects of for-profit universities in the United States:positive interaction with society,the dual relationship with the government,mutual trust with the market,and adaptive development with companies.Finally,combining with the actual situation in China,it proposes countermeasures to address the development risks of for-profit non-governmental institutions of higher learning:update concepts and actions,improve the social environment;perfect policies and systems,optimize regulatory measures;clarify risks and opportunities,leverage market mechanisms;innovate in education and management,explore quality development models.Through these strategies,guide and regulate non-governmental institutions of high-er learning to make rational choices between for-profit and non-profit,promoting their own high-quality development.
