乡村产业融合发展用地统筹政策创新、路径模式与保障机制——基于北京市大兴区的案例分析

Policy innovation,path model and guarantee mechanism of land overall planning for the integrated development of rural industries——Case analysis based on Daxing district of Beijing

加快县域用地统筹政策创新和路径机制创新,是推动乡村产业融合高质量发展的有效途径。我国乡村产业融合发展用地普遍面临着供给约束过紧、需求增长无序和供需错位失衡等突出问题,运用实地调查法、类变量分析法、案例剖析法,系统分析乡村产业融合发展的用地需求,提出县域统筹推动农村产业融合用地政策创新、路径模式和保障机制。研究发现:依靠区县推动、乡镇统筹、村集体领办、农户参与的多元主体联动,有利于实现乡村产业融合发展用地统筹的政策创新;用地统筹的重点在于构建乡村产业融合发展创新服务综合体,实现乡村产业融合发展用地统筹的路径创新;围绕创新服务综合体运营构建各类主体的利益保障机制、风险防控机制和决策协同机制,推动县域乡村产业融合发展用地统筹的保障机制创新,三者联动研究为大都市区乡村产业融合发展用地保障的提供系统架构和案例借鉴。

The purpose of the research is to systematically analyze the development characteristics and land demand of rural primary,secondary and tertiary industry integration,and put forward the policy innovation,path mechanism and countermeasures and suggestions of county overall planning to promote rural industrial integration,so as to provide land guarantee and case reference for the realization of rural tertiary industry integration in metropolitan areas.Research methods:quasi variable analysis,field investigation and case study.The research results are as follows:(1)At present,the land for the integrated development of Rural three industries in China is generally faced with prominent problems,such as too tight supply constraints,disorderly demand growth,dislocation and imbalance between supply and demand and so on;(2)Relying on the promotion of district and county governments,the overall planning of villages and towns,the collective leadership of villages and the participation of farmers,promote the diversified overall utilization of stock construction land,collective construction land,idle homestead and“point land supply”,and realize the policy innovation of overall planning of land for the integrated development of Rural three industries;(3)The focus of overall planning is to build an innovative service complex for the integrated development of Rural three industries,and realize the path innovation of overall planning of land for the integrated development of Rural three industries;(4)Focus on the operation of innovative service complex,build the interest protection mechanism,risk prevention and control mechanism and decision-making coordination mechanism of various subjects,and promote the mechanism innovation of land overall planning for the integrated development of county and rural three industries.The research conclusion is Taking measures to revitalize the stock of rural construction land,expand the use of collective construction land,promote the compound utilization and functional transformation of homestead,accelerate the innovation of county land overall planning policy,and explore various land supply modes such as“point land supply”,which is an important guarantee for promoting the high-quality development of Rural three industries integration in metropolitan areas,The study will provide a case study for accelerating the implementation of land use policy innovation to ensure the integrated development of Rural three industries,and provide a path and mechanism for promoting the overall policy innovation of land use for the integrated development of Rural three industries.
