金融产业数字化升级的制度供给特征——基于政策文本挖掘

Characteristics of Institutional Supply for the Digital Upgrade of the Financial Industry——Based on Policy Text Mining

金融产业数字化升级是提升金融个性化、高效化服务水平、全方位拓展金融服务场景、全面系统控制金融风险的核心驱动力。从政策文本视角研究其产业升级转型的制度供给,将筛选后得到的48份金融产业数字化升级政策作为研究样本,基于扎根理论及NVivo12定性分析软件量化分析目前现有政策的发布时间、地域、类型、政策趋势与应用场景等特点,从基本政策工具和政策作用阶段两个维度对样本政策进行质性分析,并采用社会网络关系的分析方法借助Ucinet工具分析现有政策的府际关系特征。结果显示:我国金融产业数字化升级的制度供给中自上而下的战略和指导性方案和意见较多,操作性和强制性的约束相对较少;政策实施的地区密集但不广泛,发文主体缺少多元化及协同化;各类型政策工具使用程度相差较大,存在挤出效应和过溢风险。依据上述结论提出了改善我国金融产业数字化升级制度供给的建议。

Digital upgrading of financial industry is the core driving force to improve financial personalization,efficient service level,expand financial services scene in all directions,and control financial risk comprehensively.From the perspective of policy text,the paper focus on the institutional supply of its industrial upgrading and transformation.A sample of 48 digital upgrading policies for the financial industry was selected.Based on the characteristics of the grounded theory and NVivo12 quality analysis software quantify the current policy release time,region,type,policy trends and application scenarios,and the qualitative analysis of sample policy is carried out from the two dimensions of basic policy tools and policy role stage.Besides,using social network relationship analysis methods and Ucinet tools to analyze the existing policy inter-government relationship characteristics.The following conclusions are obtained:There are more top-down strategies and guiding programs and opinions in the system supply of digital upgrading of Chinese financial industry,and fewer operational and mandatory constraints.Based on the above conclusions,some suggestions are put forward to improve the supply of digital upgrading system of Chinese financial industry.
