我国高校科研诚信政策研究——基于政策工具的视角

Research on Scientific Research Integrity Policy in China’s Universities:From the Perspective of Policy Tools

高校科研诚信政策是高校科研诚信建设的重要保障,自2001年以来,我国逐步构建起高校科研诚信政策体系。从政策工具的视角,以2001—2020年中央部委颁发的25份高校科研诚信政策文本为研究对象,基于政策工具类型和科研诚信建设要素构建了二维分析框架,将高校科研诚信政策的颁布时间划分为三个阶段。采用文本计量方法得到的分析结果显示,目前高校科研诚信政策存在命令工具使用过溢;政策工具结构性失衡;建设要素过于集中在预防,整体均衡性不足等问题。建议提升政策工具选择的契合性;优化政策工具的使用结构;完善监督和救济要素内容。

The policy of scientific research integrity in universities is the basis of the construction of scientific research integrity.Since 2001,China has gradually established a policy system of scientific research integrity in universities.From the perspective of policy instruments,this paper takes 25 university research integrity policy texts issued by central ministries and commissions from 2001 to 2020 as the research object.Based on the types of policy tools and the elements of scientific research integrity construction,a two-dimensional analysis framework is constructed.The promulgation time of scientific research integrity policy in universities is divided into three stages.The analysis results obtained by text metrology method show that,mandate tools overflow,the structural imbalance of policy instruments,the construction elements are too concentrated in prevention,and the overall balance is insufficient.According to the existing problems,improve the fit of policy tool selection,optimize the use structure of policy tools,improve the supervision and relief elements.
