“双循环”格局下的城市发展战略研究:以大连市为例

Urban Development Strategy Research Under the "Dual Circulation" Development Pattern: Take the Example of Dalian

该文基于"双循环"战略框架和中国区域发展战略重构的现实逻辑,运用修正的引力模型和场强模型来综合分析了大连市对于其周边区域的输出影响力,进而基于大连城市影响力现状,分析和提出了大连"双循环"战略优化的方向和路径。研究结果表明:第一,"双循环"战略是国际政治经济形势变化及新冠疫情流行下的必然选择,同时也提出了重构区域发展战略必要性;第二,大连市的现状城市辐射力和影响力亟待提高,应主动衔接国家区域战略,调整发展思路,加大对内对外开放程度;第三,大连要通过打通区域间通道、建设国家物流枢纽、实施新旧动能转换和优化空间结构等路径融入"双循环"新战略。

This paper,based on the current realities of the"Dual Circulation"strategy framework and our country’s regional development reconstruction strategy,employs modified gravity model and field strength model to comprehensively assess Dalian’s output impact on its surrounding areas.Combined with its current status of urban influence,this paper analyzes and concludes with how Dalian can better optimize its strategies.It draws a conclusion that firstly,"Dual Circulation"strategy is a must under the current situation of international political and economic changes and the COVID-19 epidemic,and it is also of high necessity to reconstruct the regional development strategy.Secondly,the urban influence and radiation ability of Dalian should be improved.Dalian should take the initiative to adjust to the nation’s regional development strategy,adjust its development thoughts and further open up to the inside and outside.Thirdly,Dalian should adopt some measures to integrate into the"Dual Circulation"strategy,such as opening up the regional passageways,building logistic hubs,switching from the old energy motions to the new ones and optimizing the spacial structures.
