甘肃省农村人居环境治理标准体系建设研究

Study on the Construction of Rural Living Environment Governance Standards System in Gansu Province

改善农村人居环境是实施乡村振兴战略的重要内容。本文概述了我国农村环境治理的政策文件和相关国家标准以及甘肃省农村人居环境治理标准化的现状。基于国家法规和标准,结合甘肃省农村生活实际,梳理了甘肃省农村人居环境治理标准体系的治理内容、治理环节和标准类型三个结构要素。根据结构要素三维关系模型,按其层次结构和逻辑关系,进一步构建了农村人居环境治理标准体系的结构框架,为甘肃省开展农村人居环境整治工作提供了依据和指导。

Improving living environment is an important part of implementing the rural revitalization strategy. This article summarizes the policies and relevant national standards on China’s rural environmental governance, as well as the current standardization of living environment environmental governance in Gansu Province. Based on national regulations and standards, this article sorts out the three structural elements of the governance content, governance links and standard types of the rural living environment governance standards system in Gansu Province combined with its reality of rural life. According to the three-dimensional relationship model of the structural elements and its hierarchical structure and logical relationship, the structural framework of the rural living environment governance standards system are further built, which provides the basis and guidance for Gansu Province to carry out the improvement of rural environment.
