摘要
创新型经济发展对基础设施建设具有内在依赖性,完善的交通、通信等基础设施建设是城市高效开展创新活动的前提和保障。本文考察了高铁开通对城市创新的影响及其作用机制;考虑到方言等非制度因素对创新活动的影响,本文进一步考察了方言多样性对高铁开通创新效应的调节机制。研究发现:高铁开通促进了城市创新水平提升,并且这种促进作用不仅仅体现在城市创新规模上,更体现在城市创新质量上。就其作用机制而言,高铁开通会通过促进城市人口集聚和投资集聚,间接推动城市创新水平提升,并且高铁开通带来的城市投资集聚效应是其推动城市创新水平提升的主要作用机制。方言多样性会负向调节高铁开通的投资集聚效应和创新效应,对城市创新型经济发展产生负面影响。本文的政策启示是在推动创新型经济发展过程中,不仅要完善交通等硬件基础设施建设,而且需要关注文化等非制度因素对创新活动的影响,从软环境与硬环境两个方面出发构建完善的创新生态系统。
Innovative economy has internal dependence on the infrastructure.The perfect infrastructure construction such as transportation and communication is the premise and guarantee for innovative activities.This paper studies the influence of high-speed rail on city innovation and its mechanism;considering the influence of dialect on innovation activities,this paper further studies the regulatory mechanism of dialect diversity on the innovation effect of high-speed rail.It is found that highspeed rail can promote city innovation,and this role is not only reflected in the scale of city innovation,but also in the quality of city innovation.In terms of its mechanism,high-speed rail indirectly promotes the level of city innovation by promoting the city population and investment agglomeration,and the city investment agglomeration effect brought by the high-speed rail is the main mechanism to promote city innovation.Dialect diversity negatively regulates the investment agglomeration effect and innovation effect of the high-speed rail,and has a negative impact on the innovative economy in cities.The policy inspiration of this paper is that in the process of promoting innovative economy,we should not only improve the construction of hardware infrastructure such as transportation,but also pay attention to the impact of non-institutional factors such as culture on innovation activities,and build a perfect innovation ecosystem from the two aspects of soft environment and hard environment.
