地方政府回应网络舆情效果的影响因素研究——基于70例突发公共事件的模糊集定性比较分析

Study on the Factors Influencing the Effectiveness of Local Government's Response to Online Public Opinion——Based on 70 Cases of Public Emergencies

地方政府在突发公共事件的网络舆情治理中发挥着极为重要的作用。为提升舆情治理的有效性,对政府回应网络舆情效果的影响因素进行系统分析,具有十分重要的意义。本研究基于政治系统理论,提炼出传播主体、事件类型、事件发生地、涉及公众利益范围、信息发布平台多元性、信息接收者共六个影响舆情回应效果的条件变量,选择事件百度搜索指数作为结果变量。运用模糊集定性比较分析法(fsQCA)对样本案例事件在发展过程中不同条件的组合如何影响舆情回应效果展开相应的研究。研究结果表明,传播主体、信息接收者以及信息发布平台多元性对于舆情回应效果有着十分重要的影响,并据此为地方政府做好网络舆情回应提供一定的思路指引。

Local governments often play a very important role in the management of public opinion on the Internet.In order to improve the effectiveness of public opinion governance,it is necessary to analyze the influencing factors of the government's response to the network public opinion.The research based on the theory of political system.We extract communication subject,event type,event occurred,the scope of public interest,information publishing platform,and the receiver as six condition variables affecting the effects of public opinion to respond.We Select Event Baidu Search index as a result variable.This study use the Fuzzy Qualitative Comparison Analysis(fsQCA)on the sample case in the development process of various conditions,researching the effect of public opinion response.The results show that the transmission,information diversity receiver and information release platform for public opinion response effect has very important influence.Based on this,it provides some guidance for local governments to respond to online public opinion.
