城市安全风险防控研究:一个分析框架

Urban Safety Risk Prevention and Control Research:an Analytical Framework

城市作为国家经济和社会发展的重要载体,安全风险是其面临的重大挑战。本文基于人、物、环、管四要素基本理论,从人的不安全行为、物的不安全状态、环境的不利因素、管理上的缺陷四个方面,构建一个四要素城市风险防控分析框架,并结合典型案例分析方法,揭示城市安全风险防控面临的实践困境。研究发现,城市安全风险防控可以围绕四个方面综合推进:增强安全意识防控人的不安全行为,系统安全设计防控物的不安全状态,依靠科技支撑防控环境的不利因素,完善制度建设防控管理上的缺陷。

As an important carrier of national economic and social development,safety risk is a major challenge for cities.Based on the basic theory of the four elements of people,things,environment and management,this paper constructs a four-element urban risk prevention and control analysis framework from the four aspects of unsafe behavior of people,unsafe state of things,adverse factors of environment and defects of management.Combined with the analysis method of typical cases,this paper reveals the practical difficulties faced by urban safety risk prevention and control.The study found that the prevention and control of urban safety risk can be comprehensively promoted from four aspects:enhancing safety awareness to prevent and control unsafe behaviors of people,system safety design to prevent and control unsafe state of objects,relying on scientific and technological support to prevent and control adverse environmental factors,and improving system construction to prevent and control management defects.
