我国应急产业发展分析与实践——基于某国有产业集团的研究

Practice and Analysis on the Development of Emergency Industry in China——Based on the Research of a State-owned Industry Group Company

应急产业是国家战略性新兴产业和科技先导产业。本文对某国有产业集团的发展实践进行了分析,利用比较分析法和经验总结法,探索应急产业创新发展模式和路径。通过对战略性新兴产业发展阶段和发展模式的研究,比较分析应急产业发展的基本要素、特征和当前问题。通过剖析某国有企业先行先试经验,分析总结当前创新发展应急产业的经验得失。结合我国综合应急管理体制改革的趋势和需求,提出应急产业企业应该把握两大机遇、实施五大措施、促进三维一体化建设和推动六轮驱动的创新发展模式和实现路径。研究成果对于起步阶段的应急产业,从目标、方法、措施等方面提供了创新发展的策略。

Emergency industry is a strategic emerging industry and a science and technology leading industry.The study analyzed the practical development of one state-owned industry,and utilized the methods of comparative analysis and experience summary to explore a viable innovative development mode for the related enterprises.The development stages and modes of strategic emerging industries were firstly comparatively analyzed,and some basic elements and characteristics,the current state of emergency industry were discovered.Meanwhile,the trial exploration on emergency industry of a state-owned industry group was studied,so that the gain and loss experiences of its development can be summarized.Through combining with the trend and needs of the reform of Chinese emergency management system,the innovative development mode for emergency industry enterprises was put forward finally,including two opportunities,five measures,three-dimensional integration and six-wheel-driven promotion.For emergency industry which is in initial stage,the research results can provide some viable objectives,methods and measures with innovative development strategies.
