莱茵河流域生态修复的经验及其对长江流域的启示

Experience of Ecological Restoration of Rhine River Basin and Its Enlightenment to Yangtze River Basin

为了推动长江流域治理防护和生态经济圈建设协同发展,实现长江流域生态系统健康的目标,本研究梳理了莱茵河流域水质协同治理的背景及生态修复历程,分析了莱茵河流域治理的经验,基于此提出,长江流域污染治理可借鉴莱茵河流域治理经验。长江流域建立高效的流域综合治理机制,改善跨界流域自然生态环境以及有效处理跨界水资源共享矛盾;制定排放化学污染物具体公约和监测预警机制;树立绿色发展理念,增强流域生态保护与高质量协同发展。

In order to promote the coordinated development of Yangtze River basin management and protection and eco-economic circle construction,and achieve the goal of a healthy ecosystem in the Yangtze River basin,this study analyzes the experience of Rhine River basin management by combing the background and ecological restoration process of the coordinated water quality management in the Yangtze River basin,and on this basis,combining with the pollution problems in the Yangtze River basin,puts forward to learn from the experience of Rhine River basin management.It is suggested that the Yangtze River basin should establish an efficient comprehensive management mechanism,improve the natural ecological environment of cross-border basins,effectively deal with the contradiction of cross-border water resources sharing,formulate a specific convention on the discharge of chemical pollutants and a monitoring and early warning mechanism,establish the concept of green development,and enhance the ecological protection and high-quality coordinated development of the basin.
