边疆治理的逻辑进路研究——基于边疆异质性的分析

Logical Approaches to Frontier Governance in the Perspective of the Frontier Heterogeneity

异质性作为边疆治理的重要情境构成,关乎制度设计和政策制定,无疑是边疆治理取得成效的关键。从异质性为视角切入,分析异质性调适与边疆治理之间的关系,研究结果表明,边疆异质性形成的复杂治理情境是边疆治理行为产生及复杂性的重要原因:异质性越大,边疆治理难度越大,边疆治理越难取得成效;减小异质性可以增加边疆与国家整体治理体系的吻合度。但是,减小异质性受到历史和现实因素的影响:异质性减小不是简单粗暴地消除边疆特征、按照腹地统一标准进行同化,而是有选择地对异质性因势利导,坚持以"合为纲、异而治"的治理方略,对异质性从国内和国际两个层面进行调适以优化边疆治理。

Heterogeneity,an important component of frontier governance,is related to institutional design and policy-making,which is undoubtedly the key to the effectiveness of frontier governance.From the perspective of heterogeneity,this paper analyzes the relationship between heterogeneous adjustment and frontier governance.The results show that the heterogeneity-incurred complex governance is a major cause for the emergence and complexity of the frontier governance.The greater the heterogeneity is,the greater the difficulty of the frontier governance,and the more difficult for achievements.Reducing the heterogeneity can help integrate the frontier governance and the overall national governance.However,reducing the frontier heterogeneity is influenced by historical and realistic factors because it is not the simple and crude elimination of frontier characteristics to meet the uniform standards of the hinterland,but the selective adaptation of heterogeneous elements.This research concludes that the frontier governance must adhere to the governance strategy of"unity as the key with differences in governance",and adjust the heterogeneity from domestic and international perspectives to optimize the frontier governance.
