摘要
研发投入的创新绩效评价问题涉及因素较多,仪器设备作为重要的研发资源,其绩效评价具有重要意义。文章基于面板贝叶斯向量自回归模型和面板数据模型、面板门槛回归模型、数据包络分析,全面系统地分析了仪器设备投入的绩效。研究结果表明:仪器设备费对高技术产业创新的绩效总体较好;仪器设备费的贡献具有研发规模门槛效应,当研发规模较小时,仪器设备费的贡献并不显著;高技术产业仪器设备的绩效总体上处于提高阶段,2008年以后的弹性系数要大于之前的弹性系数;仪器设备投入比重较低的原因是基本研发设备条件已经具备,本质上说明从2008年开始,高技术产业创新迎来了新的发展阶段;研发人员的绩效有待提高。高技术产业仪器设备投入绩效较好的原因是市场机制的作用,这一点和政府投入仪器设备的高等院校完全不同。
Many factors may exert influence on the comprehensive evaluation of the innovation performance of R&D investment.As important research and development resources,the performance evaluation of instruments and equipment is of great significance.This article comprehensively and systematically analyzes the performance of the investment in instruments based on panel Bayesian vector auto regression model,panel data model,panel threshold regression model,and data envelopment analysis.The research results indicate that the performance of instruments and equipment expenditure on high-tech industrial innovation is very good in general.The contribution of instruments and equipment expenditure has R&D scale threshold effect,and the contribution is not significant when R&D scale is small.The performance of high-tech industrial instruments and equipment is in the improvement phase,and the elasticity coefficient after 2008 is bigger than before.The low proportion of investment in instruments and equipment is due to the existence of basic R&D equipment condition,which essentially shows that high-tech industrial innovation has developed into a new stage since 2008.The performance of R&D staff should be improved.The good performance of high-tech industrial instruments and equipment investment is based on market mechanism,which is totally different from institutions of higher education with instruments and equipment investment from the government.
