摘要
国家治理现代化要求政府重视及时获取并积极回应民意诉求。我国各级政府一直在努力构建一个责任型政府,通过各种渠道回应民众的诉求,但是究竟政府对民意的回应程度如何?基于"中国城乡社会治理"(CSGS2015)全国大样本社会调查数据,本文尝试以民众的政府回应感知来评价政府回应的总体效果。研究发现,与西方学者想象的不同,中国政府对民意诉求不仅有回应,且政府回应能显著提升民众的政府信任。但是,政府对民众诉求存在差别式回应现象,对收入较高、社会地位较高的强势群体的民意诉求回应较强。此外,民众的诉求反映渠道还不够完善。本文据此提出完善政府回应机制的相应建议。
The modernization of state governance requires the government to pay attention to timely access and respond positively to public opinions and appeals.Governments at all levels in our country have been striving to build a responsible government and respond to public appeals through various channels,but how is the government’s responsiveness to public opinion?Based on the national large-scale social survey data of"China Urban and Rural Social Governance"(CSGS2015),this paper tried to evaluate the overall effect of government responsiveness by the public’s perception to government responsiveness.It’s found that,unlike what western scholars’researches,the Chinese government did response to public opinions,and the government responsiveness significantly increased the political trust;but the government responded more to high-income groups with higher social status;channels for people to state their appeals are not perfect enough.Based on those,suggestions for improving the government responsiveness are proposed.
