新发展格局下需求侧管理的内涵、特点、难点及途径

The Connotation and Features of Demand-side Management and Difficulties and Resolutions in the Context of New Development

从"十三五"期间的注重供给侧结构性改革到注重供给侧结构性改革与需求侧管理的协同并进,是我国新发展格局下的重要布局。文本在解读需求侧管理内涵和特征的基础上,用经济学理论分析我国实行需求侧管理的逻辑,指出如何通过需求侧管理扩大需求促进消费、如何化解有效供给不足的供需矛盾、如何从整体上提升我国市场有效需求能力、如何以创新引领需求、如何通过优化投资结构促进消费升级是进行需求侧管理的五大难点。提出我国进行需求侧管理要推动投资驱动转向投资、消费共同驱动并最终向消费驱动转型,推动经济增长方式由外需主导型转向内外需"双循环"协调性高质量增长,并提出要注重供给侧的技术创新和需求侧的消费对经济增长的支撑性和基础性作用。加快培育完整的内需体系,提升有效供给进行需求侧管理、健全需求传导机制、进行体制机制改革、优化投资需求结构是当前我国需求侧管理的进路。

Shifting from the supply side reform to the coordination of supply side reform and demand side management(DSM)is an important political layout under the new development pattern of China.Based on the interpretation of the connotation and characteristics of DSM,this paper analyzes the logic of implementing DSM in China with economic theory.This paper points out five major difficulties in DSM:how to expand demand and promote consumption through DSM,how to resolve the contradiction between supply and demand due to insufficient effective supply,how to enhance the effective demand capacity of China’s market,how to lead demand with innovation,and how to promote consumption upgrading through optimizing investment structure.Then it goes on to suggest that the demand side management in China should transform from investment-driven development to investment-andconsumption-driven,and finally to consumption-driven pattern,that we should promote the economic growth mode from extensive high-speed growth to intensive high-quality growth,from external demand led high-speed growth to“dual-cycle”coordinated highquality growth of domestic and foreign demand,and that we should pay attention to the technological innovation and innovation of the supply side,as the demand side consumption plays a supporting and fundamental role in economic growth.Finally,this paper believes that current approaches to China’s demand side management include accelerating the cultivation of a complete domestic demand system,improving the effective supply for demand side management,improving the demand transmission mechanism,reforming the system and mechanism,and optimizing the investment demand structure.
