摘要
文章利用中国地级及以上城市面板数据,以低碳试点政策为准自然实验,运用渐进双重差分方法从全球价值链地位和全球价值链位置双重视角考察了低碳建设对全球价值链攀升的影响及作用机制。结果表明,低碳建设能够助力中国城市全球价值链攀升,即城市低碳试点的设立显著促进了全球价值链地位和全球价值链位置的提升,在经过平行趋势、安慰剂等一系列稳健性检验后,该结果仍然成立;机制检验表明,低碳建设会通过推动出口贸易方式转型和促进国内中间品对进口中间品的替代来提升中国城市在全球价值链中的地位,并通过降低全球价值链下游度而非提升全球价值链上游度来提升中国城市在全球价值链中的位置;进一步研究发现,低碳建设存在全球价值链地位攀升的正向溢出效应,但并未表现出全球价值链位置攀升的溢出效应。以上结论能为我国利用低碳建设契机加速全球价值链攀升并实现区域间协同绿色高质量发展提供有益借鉴。
Using panel data from cities at or above the prefecture level in China and low-carbon pilot policy as a quasi-natural experiment,this paper examines the impact and mechanism of lowcarbon construction on the Global Value Chains(GVC)upgrading from the dual perspectives of GVC and GVC position by the generalized difference-in-differences model.The results show that,low-carbon construction is beneficial to GVC upgrading of Chinese cities,that is,the establishment of low-carbon pilot significantly promotes GVC status and GVC position.This result still holds in a series of robustness tests such as parallel trends and placebos.Mechanism test shows that,lowcarbon construction improves Chinese cities’GVC status by promoting transformation of export trade mode and substitution of domestic intermediate products to imported intermediate products,and improves Chinese cities’GVC position by reducing the downstream degree of GVC rather than improving the upstream degree of it.Further studies show that low-carbon construction has positive spillover effect on GVC status but not on GVC position.The above conclusions provide useful references for China to use the opportunity of low-carbon construction to accelerate GVC upgrading and achieve green and high-quality coordinated development between regions.
