当前,我国社会主义建设迈入新时代,城市化进程进一步加快,城乡之间的公共承载关系发生了变化。由于计划经济与市场经济存在差异性,城市、城镇社区治理从传统意义的人口管理向综合性服务型管理发生了转变。目前,由于旧的思维模式还没有彻底转变,社区化公共管理与服务之间还没有形成一个整体,临时化以及边缘化、模糊化等现象制约了城市社区化综合服务的发展。因此,应完善社区管理服务模式,建立多方参与的管理机制,这已经成为打造新时代下社区管理服务模块的新方向。

In the new era of China’s socialist construction,urbanization process has been further sped up,and the public carrying relationship between urban and rural areas has also changed.Because of the differences between planned economy and market-oriented economy,community governance in cities and towns have transformed from traditional population management to comprehensive service-oriented management.At present,due to the restriction of old-dated thinking mode,community-based public management and services have not formed a whole.Besides,the phenomena of temporariness,marginalization and fuzziness have restricted the development of urban community-based comprehensive services.Therefore,perfecting a community management service model and establishing a multi-participation management mechanism have become the new directions of building a new pattern community management service module in the new era.
