“条块关系”变化能够改善环境质量吗——基于“环保垂改”的讨论

Can the Change of“Tiao-Kuai Relation”Improve Environmental Quality——Discussion Based on“Environmental Protection Vertical Reform”

将控制权理论、行政发包制理论等纳入统一的分析框架,从控制权分配和政府组织运转两个维度分析了"条块关系"的不同模式对环境治理的影响,并以"环保垂改"为例,剖析了控制权分配的各项要素与政府组织运转的各项要素之间如何互动,从而使环境治理模式从"以块为主、条块结合"转向"以条为主、条块结合"。以"环保垂改"作为"条块关系"变动的准实验,基于2014年11月至2018年11月161个地级市大气质量月度数据的双重差分法检验显示,从"条块关系"变化对环境质量的影响来看,"以条为主、条块结合"的治理模式有利于环境治理。

This paper incorporated the theories of control rights and administrative subcontract into the unified analysis framework,and analyzed the impact of different modes of“Tiao-Kuai Relation”on environmental governance from two dimensions of control right distribution and government organization operation.Then the paper took the“environmental protection vertical reform”as an example,and analyzed the interactive relationship between the elements of the allocation of control rights and the elements of government organization operation,so as to change the mode of environmental governance from“block based Tiao-Kuai combination”to“stripe based Tiao-Kuai combination”.The paper set the“environmental protection vertical reform”as the quasi-experiment of the changes of“Tiao-Kuai relation”,and used the monthly AQI data of 161 prefecture-level cities from November 2014 to November 2018 to make a double differences test.The results showed that,based on the impact of the changes of“Tiao-Kuai relation”on environmental quality,the governance mode of“stripe based Tiao-Kuai relation”was more conductive to environmental governance.
