纵向财政失衡程度测算、地区差异与空间收敛性

Measurement of Vertical Fiscal Imbalance Degree,also Its Regional Difference and Spatial Convergence

利用2000—2018年中国大陆30个省份的面板数据测算了各省纵向财政失衡程度,在此基础上,实证考察了地区差异与空间收敛特征。研究发现,全国各省纵向财政失衡程度呈波动上升趋势,且表现出一定的两极分化现象,但分东、中、西部区域看,这一现象均不显著存在。全国总体相对差异呈现一定程度的减弱趋势,区域间差异是造成总体差异最主要的来源。全国整体与西部地区存在微弱的σ收敛特征,同时,全国整体与三大区域既存在绝对β收敛也存在条件β收敛,且均表现出显著的动态效应和空间溢出效应。

Based on the panel data of 30 provinces in China from 2000 to 2018,this paper measured the fiscal imbalance degree in each province,then empirically investigated the regional differences and spatial convergence characteristics.We found that,the degree of vertical fiscal imbalance in these provinces wholely showed a fluctuating and rising trend,as well as a certain amount of polarization.However,the polarization phenomena was not obvious in eastern,central or western regions.Domestic overall relative differences showed a weakening trend to some extent,which was mainly caused by regional differences.There was a weak feature ofσconvergence between the whole and western regions.And there were both absoluteβconvergence and conditionalβconvergence among the whole and three mentioned regions,where both appeared significant dynamic effect and spatial spillover effect.
