美丽乡村建设背景下浙江省农村垃圾治理进展——以东阳市湖溪镇为例

Progress on Rural Waste Treatment in Zhejiang Province under the Background of Beautiful Countryside Construction:a Case Study of Huxi at Dongyang City

农村垃圾治理是美丽新农村建设的必然要求.文章通过调研浙江金华东阳市湖溪镇的垃圾分类情况,阐述如何在农村地区较好地实施垃圾分类和回收工作.结果发现,采用农村垃圾分类从前端到末端的全流程管理以及"大数据"治理模式,能比较好地适应农村垃圾治理的现状.因地制宜,从前端到末端充分保证垃圾分类执行的有效性,针对不同的垃圾种类和村庄的地理位置采取分散式垃圾处理模式.湖溪镇采用垃圾分类及处理的新政策一年后,垃圾的总填埋量减少43%,该政策在垃圾减量化方面发挥显著成效.湖溪镇的垃圾分类工作能为其他城市及地区的垃圾分类及管理工作提供很好的借鉴.

Rural waste treatment is an inevitable requirement for the construction of beautiful countryside.The paper investigates waste classification in Huxi,Dongyang City,Jinhua,Zhejiang,and explains how to better implement waste classification and recycling in rural areas.It is found that adopting the whole process management of rural waste classification from the front to the end and the"big data"governance model can better adapt to the status of rural waste management.In accordance to local conditions,it is necessary to fully ensure the effectiveness of the implementation of waste classification from the front to the end,and according to different types of waste and the geographical location of the villages to adopt a decentralized waster disposal model.One year after the new policy of waste classification and treatment was adopted in Huxi,the total landfill volume of waste decreased by 43%,and the policy has achieved significant results in terms of waste reduction.The progress on waste classification and treatment in Huxi provides a good example of waste classification and management for other cities and districts.
