资源与秩序双重维度下的村干部腐败及其治理研究

Research on the Corruption of Village Cadres and Its Governance under the Dual Dimension of Resources and Order

有效治理村干部腐败问题是乡村治理现代化的应有之义。村干部腐败的主要形式包括:在承接国家资源和管理集体资源的过程中呈现出滥用职权、克扣私分、虚报冒领等形式;村干部在治理村级事务和实施村民自治的过程中表现出吃拿卡要、拉票贿选等不同的腐败方式。从资源和秩序的视角探讨村干部腐败治理对策:通过党建引领、构建防腐机制、加强政策渗透力、建立"三资"管理机制、预防"利益联盟"等途径治理村干部侵占公共资源的腐败行为;运用廉政教育、职能监管、健全"四个民主"的运行机制等方式治理村干部破坏乡村公共秩序的腐败行为。

Effective governance of corruption of village cadres is the proper meaning of modernization of village governance.The main forms of corruption of village cadres include:abuse of power,embezzlement of private share,false report and false claim in the process of accepting national resources and managing collective resources;different corruption ways of village cadres in the process of governance of village affairs and implementation of villagers’autonomy,such as taking cards,canvassing votes and bribery.From the perspective of resources and order,this paper discusses the Countermeasures of village cadres’corruption Governance:through the leadership of Party building,the construction of anti-corrosion mechanism,the strengthening of policy penetration,the establishment of"three capital"management mechanism,the prevention of"interest alliance"and other ways to control the corruption of Village Cadres’embezzlement of public resources;using the methods of clean government education,functional supervision,and the improvement of the"four democracy"operation mechanism to control the corruption of village cadres Corrupt behavior of bad rural public order.
