The Rise, Review and Optimization of Government Service Reform in the Internet Era

互联网时代的信息科技创新驱动了经济社会发展,但政府治理中的政务服务相对滞后,甚至酿成"迟滞危机"。化解这一危机是提高政务服务效能、建设人民满意的服务型政府必须解决的问题。为此,国家将政务服务体系纳入基本公共服务体系的范畴来统筹推进,政务服务改革应运而生。随着信息科技创新驱动,需要更加重视"互联网时代政务服务改革(GSR)"这一基本议题,从整合重构、集成协同、改进再造等维度刻画改革的基本模式及其操作化机制,以"理念-驱动-制度"为分析框架审视当前改革中的主要问题,并提出优化路径。这有助于增强改革的可持续性和可复制性,提升国家政务服务水平,增进公共利益和人民福祉。

The information technology innovation in the Internet era has driven economic and social development,but the govern-ment services in government governance are relatively lagging behind,and even leads to the"lagging crisis".In order to improve the effi-ciency of government services and build a service-oriented government that the people are satisfied with,that crisis must be resolved first.Thus,the state has integrated the government service system into the scope of the basic public service system for overall planning and promotion,and government service reform has emerged as the times require.This paper starts with information technology innova-tion-driven government governance,constructs and puts forward the basic issue of"government service reform in the Internet era",and tracks its rise.It depicts the basic mode and operational mechanism of the reform from the dimensions of integration and reconstruction,integration and collaboration,improvement and reengineering.It reviews the main problems in the current reform under the framework of"concept-drive-system",and put forward the optimization path.This paper is helpful to enhance the sustainability and replicability of the reform,improve the level of national government services,and promote the public interest and people’s well-being.
