摘要
2018年教育部联合九部门颁布《教育部等九部门关于印发中小学生减负措施的通知》,开启了新一轮"减负"。本研究通过分析新一轮减负政策中23个省级政府推进国家减负方案的政策文本,发现地方"减负方案"在政策话语、政策内容、推进方式、政策支持四个方面存在不足,表现为:政策话语含糊不清,政策内容形异神似,政策推进方式多态并存,政策支持措施迟滞。为提高地方推进减负政策的效力,应当转换政策话语,倡导"轻负提质";政策内容力求"地方定制",探寻减负方案的地方表达;融合常态化和运动式两种推进方式,协同共进;超越"减负",寻求改革的多方位支持。
In 2018,the Ministry of Education and the Nine Departments promulgated the "Notice of the Ministry of Education and the Nine Departments on Printing and Distributing Burden Reduction Measures for Primary and Secondary School Students",which opened a new round of "burden reduction" in basic education. This study analyzes the policy texts of the 23 regional promotion programs in the new round of burden reduction policies,and finds that the local promotion programs have deficiencies in the four aspects of policy discourse,policy content,promotion method,and policy support,which are as follows:The policy content is similar but the policy advancement methods are coexisting and policy support measures are lagging behind. In order to improve the effectiveness of the local burden reduction policy,the policy discourse should be reconstructed,and "light burden and quality improvement" should be advocated;the policy content should strive for "local customization" to explore the local expression of the burden reduction plan;the integration of normalization and sports promotion methods,collaboration Go together;go beyond the "burden reduction policy" and seek multi-faceted support for reform.
