摘要
2009年,第六届国际成人教育大会制定的《贝伦行动框架》将"善治"确立为成人学习和教育治理的目标。十年之后,联合国教科文组织终身学习研究所于2019年12月初发布的《成人学习和教育全球报告(四)》为我们提供了权威信息。基于各国提交的最新数据,可以发现成人学习和教育在治理水平、治理主体、治理结构以及治理方式上均取得了一定的成效,但在"法治""透明度""效率""公平"这四大善治要素上也暴露出明显问题。为此,需要从拓展成人学习和教育法治能力建设的幅度、增强成人学习和教育监测数据的透明度、提升成人学习和教育协同治理的效度以及加大成人学习和教育公平治理的力度等四方面做出调整,切实推进全球成人学习和教育善治目标的实现。
In 2009,the"Belém Framework for Action"formulated by the CONFINTEAⅥ,established the"good governance"as the goal of adult learning and education governance.Ten years later,The 4th Global Report on Adult Learning and Education issued by UNESCO Institute for Lifelong Learning in early December 2019 brings us the answer.Based on the latest data submitted by various countries,it can be found that adult learning and education have achieved something in governance level,governance subject,governance structure and governance mode,but there are also significant problems in the four good governance elements namely"rule of law,""transparency,""efficiency,"and"equity".Therefore,we need to make adjustments from four aspects:expanding the scope of capacity-building of adult learning and education under the rule of law,enhancing the transparency of adult learning and education monitoring data,enhancing the effectiveness of collaborative governance of adult learning and education,and increasing the strength of fair governance of adult learning and education,so as to effectively promote the realization of the global goal of good governance in adult learning and education.
