“两山论”背景下生态资源的价值转换效率研究

Study on the Value Conversion Efficiency of Ecological Resources under the Background of"Two Mountains theory"

科学评价生态资源的价值转换效率对研判“两山”转换机制的作用效果,促进区域生态经济协调发展具有重要意义。在构建“两山”价值转换理论模型的基础上,基于2012~2020年安徽省16个地市宏观统计数据,利用超效率SBM模型对森林资源价值转换效率及效率损失原因进行了实证分析。结果显示:(1)2012~2020年间,安徽省森林资源价值转换效率均值为0.989,呈现出“U”型变动趋势,拐点出现在2014年左右。(2)不同区域森林资源价值转换效率存在一定差异,皖南地区效率均值最高,为1.031,其次为皖北地区,均值为0.991,皖中地区效率最低,为0.929。(3)林业政策投入冗余和期望产出不足是安徽省森林资源价值转换效率损失的主要原因,除此之外,不同区域效率损失原因存在异质性;皖北和皖南效率损失表现为林木数量、林业人力资本和林业物质资本的投入不足,皖中地区则主要表现为要素投入过量。基于此,文章从深化市场改革、延伸林业产业链条、合理配置生产要素三个方面提出了提升安徽省森林资源价值转换效率的对策建议。

Scientific evaluation of the value conversion effciency of ecological resources is of great significance to study and judge the effect of"two mountains"conversion mechanism and promote the coordinated development of regional ecological economy.On the basis of constructing the theoretical model of"two-mountain"value transformation,taking the value transformation of forest resources as an example,based on the macro-statistical data of every city in Anhui province from 2012 to 2020,the super-efficiency SBM model was used to make an empirical analysis on the efficiency of forest resources value transformation and the causes of efficiency loss in Anhui Province.The results showed that:(1)from 2012 to 2020,the average value conversion efficiency of forest resources in Anhui province was 0.989,showing a"u-shaped"development trend,and the inflection point appeared around 2014.(2)There were some differences in the forest resource value conversion efficiency in different regions.The average efficiency was the highest in southern Anhui(1.031),followed by northern Anhui(0.991),and the lowest in central Anhui(0.929).(3)Redundant input of forestry policy and insufficient expected output are the main reasons for the loss of forest resource value conversion efficiency in Anhui Province.In addition,there is heterogeneity in the causes of efficiency loss in different regions.The efficiency loss in north and south Anhui was manifested as insufficient input of forest quantity,forestry human capital and forestry material capital,while in central Anhui,it was mainly manifested as excessive input of factors.Based on this,the paper puts forward countermeasures and suggestions to improve the conversion efficiency of forest resources value in Anhui province from three aspects:deepening the market reform,extending the forestry industrial chain,and rationally allocating production factors.
