我国多层次养老保障体系优化与服务拓展

Optimization and Service Expansion of China’s Multi-tiered Old-age Security System

新发展阶段,我国多层次养老保障体系面临新挑战,多层次养老保障体系的制度内涵和服务空间亟待拓展。本文聚焦我国多层次养老保障体系优化与服务拓展的几个关键理论和政策问题。作者认为,完善基本养老保险制度建设需要突破关键瓶颈约束,重视制度整合及可持续发展。强调突出制度创新,探索多层次养老保障体系的新制度载体并拓展服务空间,挖掘多层次养老保障体系优化的制度载体、动力机制和行为机理。强调需要优化个人养老金制度及商业养老保险的发展路径,拓展老龄金融服务体系。在系统集成及资源整合的基础上,实现多层次养老保障体系优化和高质量发展。

In the new development stage,China’s multi-tiered old-age security system is facing new challenges.The services covered by the system need to be expanded.Focusing on several key theoretical and policy issues in improving and expanding the multi-tiered old-age security system,the author holds that it is necessary to 1)break through key bottlenecks of the basic pension insurance scheme and attach importance to the integration of schemes and sustainable development;2)emphasize institutional innovations and explore the institutional support,dynamic mechanism and behavior mechanism to optimize the multi-tiered old-age security system;and 3)improve the approach for developing private pension schemes and financial services for the elderly.On the basis of integrating schemes and resources,the optimization and high-quality development of the multi-tiered old-age security system can be achieved.
