内蒙古畜牧业人才需求与人才政策供给协调度调查研究

Investigation on the Coordination of Talent Demand and Talent Policy Supply in Animal Husbandry in Inner Mongolia

人才与产业深度融合是加快现代产业体系发展的客观需要,是产业高质量发展的现实基础。本文基于内蒙古畜牧业产业人才需求、人才政策供给与畜牧业高质量发展之间的内在逻辑关系,采用企业调查研究数据、牧户访谈数据以及政策文本数据,通过结构化与非结构化分析方法分析了内蒙古畜牧业的人才基本状况、人才需求趋势、人才引育规律、人才政策供给以及政策供求的协调度等问题,探析了畜牧业产业人才的一般规律与异质性问题。研究发现,内蒙古畜牧业产业链面临不同程度的人才困境,传统难题与新生问题交织叠加。尽管人才政策体系逐步完善,但政策分布失衡、信息传递受阻、引育模式单一、平台激励不足、协同效应欠佳、基层政策稀缺等数量结构问题仍然存在,与人才需求的协调度有待提升。本文基于人才流动规律、政策精准匹配、引才渠道拓展、信息融通机制等维度,系统性地提出对策建议。

The deep integration of talent and industry is an objective need to accelerate the development of modern industrial systems and a realistic foundation for high-quality industrial development.This paper is based on the inherent logical relationship of talent demand and talent policy supply with the high-quality development of animal husbandry in Inner Mongolia.Using enterprise survey and research data,interview data of herdsmen,policy text data,and structured and unstructured analysis methods,we elucidate the basic situation of talents,talent demand trends,talent introduction and cultivation patterns,talent policy supply,and coordination between policy supply and demand in the animal husbandry in Inner Mongolia and explore the general laws and heterogeneity issues of talents in the animal husbandry.It is found that the industry chain of animal husbandry in Inner Mongolia faces varying degrees of talent dilemma,with traditional and emerging problems intertwining and overlapping.Although the talent policy system is gradually improved,there are still quantitative and structural issues such as imbalanced policy distribution,hindered information transmission,single introduction and cultivation pattern,insufficient platform incentives,poor synergy,and scarcity of grassroots policies.The coordination of talent policy with talent demand needs to be enhanced.This paper systematically provides countermeasures and suggestions based on dimensions such as talent flow patterns,precise policy matching,expansion of talent recruitment channels,and information integration mechanisms.
