面向智慧供应链创新与应用的政策体系

Research on Policy System Oriented to Innovation and Application of Smart Supply Chain

近年来,我国智慧供应链创新发展不断,应用场景也逐渐扩展和深入。本文从智慧供应链创新与应用政策体系建设的现状出发,详细分析其技术特征、管理特征和组织特征对政策体系设计的要求。从技术特征来看,技术的快速变化要求政策具有精准性,政策目标实现手段也要充分利用智慧技术;从管理特征来看,多主体合作的柔性管理机制要求政策体系强调政策的个性化与前瞻性,即政策精细性;从组织特征来看,供应链多主体合作要求政策体系必须考虑到多成员的共同利益,不能以偏概全,即政策全局性。在此基础上,本文从金融与监管政策、质量与标准体系建设政策、政府公共治理政策三个主要政策和基于人才培育、行业组织建设、试点示范方面的配套支撑政策展开,构建智慧供应链创新与应用的政策体系框架。

In recent years,our country’s smart supply chain has continued to innovate and develop,and its application scenarios have gradually expanded and deepened.Starting from the construction status of smart supply chain innovation and application policy system,this paper analyzes the requirements of the technical,organizational and management characteristics of smart supply chain for the design of this policy system in detail.From the perspective of technical characteristics,the rapid changes in technology require policy accuracy,and measures to achieve the target of policies should also make full use of smart technology;from the perspective of management characteristics,the flexible management mechanism of multiple agents cooperation requires the policy system to emphasize the individualization and forward-looking of policies,that is,the fineness of the policy;from the perspective of organizational characteristics,multiple agents cooperation in the supply chain requires that the policy system should take the common interests of the cooperation of multiple agents into account instead of generalization,that is,to meet the overall of policy.On this basis,this paper starts from the three main policies of financial and regulatory policies,quality and standard system construction,and government public governance,as well as supporting policies based on talent cultivation,industry organization construction,and pilot demonstrations construction to build the policy system framework of smart supply chain innovation and application.
