基于PSR模型的网络出版安全评价研究

Research on Evaluation of Network Publishing Security Based on PSR Model

科学评价网络出版安全是培育积极健康的网络文化、保障网络空间风清气朗的基础工作。在界定网络出版安全概念的基础上,基于PSR模型构建网络出版安全评价指标体系;并对2010—2019年中国网络出版安全进行实证分析。研究结果表明:这10年间,2010年、2011年我国网络出版处于不安全状态,2012—2015年处于临界状态,2016—2019年则处于较安全状态;整体上我国网络出版安全形势较为严峻,但安全水平呈现不断上升趋势。最后从构建网络出版安全多元治理模式、加快网络出版安全态势感知平台建设、加快推进网络出版安全立法进程等三方面提出提升网络出版安全水平的对策建议。

Scientific evaluation of network publishing security is the basic work of cultivating positive and healthy network culture and ensuring the clean and prosperous cyberspace.On the basis of defining the concept of network publishing security,the evaluation index system of network publishing security is constructed based on PSR model.The Paper also makes an empirical analysis of China’s online publishing security from 2010 to2019.The results show that:in the past ten years,China’s network publishing security status in 2010-2011 were in the unsafe level,years of 2012—2015 were in a critical level,the rest of the years were relatively safe level.On the whole,China’s network publishing security situation is still grim,but the security level is in the trend of improvement.Finally,the paper puts forward countermeasures and suggestions to improve the security level of online publishing from three aspects:building a multi governance model of online publishing security,accelerating the construction of online publishing security situation awareness platform,and speeding up the legislative process of online publishing security.
