云南省高标准农田建设存在的问题及对策

Problems and Countermeasures Existing in the Construction of High Standard Farmland in Yunnan Province

快速的工业化、城镇化进程造成耕地面积锐减、质量下降,国家粮食安全受到威胁。高标准农田建设作为国家掌握粮食安全保障功能的重要战略之一,有利于提高粮食产量、推动农业现代化、改善农田质量、增加农民收入。云南省由于地形地貌条件特殊,其耕地质量总体不高,为保障云南省粮食生产功能,高质量推动云南省高标准农田建设具有十分重要的战略地位。云南省高标准农田建设历经多年,已形成较为完善的建设格局、积累了丰富的建设经验,本研究总结出云南省高标准农田建设中存在重新建轻改造、资金来源单一、忽视土壤质量建设、高效节水灌溉工程推行不畅以及信息化管理滞后等五个方面的问题,并提出针对性的改进意见,以期为更好完成云南省“十四五”高标准农田建设任务提供参考。

The rapid process of industrialization and urbanization has caused a sharp decrease in the area of cultivated land and its quality,and threatened the national food security.As one of the important strategies for improving the function of national food security,the construction of high-standard farmland is conducive to increasing grain output,promoting agricultural modernization,improving farmland quality and increasing farmers’income.Due to the special terrain and landform conditions,the cultivated land quality of Yunnan Province is generally not high.In order to ensure the grain production function of Yunnan Province,it plays a very important strategic position to promote the construction of high-standard farmland with high quality.Over the years,Yunnan has formed a relatively perfect construction pattern and accumulated rich experience.The author summarizes problems about high standard farmland construction in Yunnan province,including single funding source,ignoring of the soil quality construction,implement obstacles of efficient water-saving irrigation project and lag in information management.In the same time,this research put forward targeted improvement opinions in order to complete the high standard farmland construction task in Yunnan province during the next five years.
