完善我国农业支持保护政策体系的对策建议

Countermeasures on Improving Agricultural Support and Protection Policy System in China

2014年以来,我国不断探索改革农业支持保护政策体系,并提出建立新型农业支持保护政策体系的目标。改革探索的过程中存在一些问题,比如农业项目细碎分散、政策目标多元、系统性不强、结构不合理等。为此,本文提出五点对策建议:健全部门统筹协调机制,整合财政支农资金;政策目标单一清晰,多重目标要构建政策组合;统筹考虑各项改革,防止农产品结构失衡;优化政策结构,减少对市场的干预;增强制度化建设,稳定生产者预期。

Since 2014,China has continuously explored the reform of agricultural support and protection policy system,and put forward the goal of establishing a new agriculture support and protection policy system.There are some problems in the actual implementation and reform of China’s agricultural support and protection policy,such as scattered agricultural projects,multiple policy objectives,weak systematicness,unreasonable structure,etc.Therefore,the author puts forward five policy suggestions:improve the departmental coordination and integrate financial support for agriculture funds,clear policy goal and construct policy combination,consider all reform measures,and balance the structure of agricultural products,optimize the structure of agricultural support and protection policy and redure intervention in market,and strengthen the construction of policy institutionalization and stabilize producers’expectation.
