基于产业结构的普惠金融减贫分析——基于2009~2017年省级面板数据

Analysis of Poverty Reduction by Inclusive Finance From Industrial Structure Framework——Based on Provincial Panel Data 2009-2017

发展普惠金融是我国的重要国策,金融扶贫是实现脱贫攻坚目标的重要途径,而且普惠扶贫的有效发挥有赖于产业结构的优化升级。基于此,论文在理论分析的基础上,测算了我国各个省级区域的普惠金融发展指数,通过非线性模型和空间计量模型实证考察了普惠金融的减贫效应。研究发现:普惠金融减贫具有显著的产业结构门槛效应,并且随着产业合理化水平的提高,减贫效应有所减弱;随着产业高级化水平的提高,减贫效应有所加强;普惠金融在空间层面上呈现显著的正向溢出效应,对本地区以及"邻近"地区的贫困减缓作用均显著。据此,论文提出要加快产业结构调整、实现产业融合发展、重视产业结构优化升级的门槛特征、加强金融资源跨区域流动等政策建议。

The development of Inclusive Finance is an important national policy in our country,and financial poverty alleviation is critical path to achieve the goal of poverty alleviation,and the effect of inclusive poverty alleviation depends on the optimization and upgrading of industrial structure.Given taht,this paper calculates the inclusive financial development index of each provincial region in China on the basis of theoretical analysis,and empirically investigates the poverty reduction effect of Inclusive Finance by nonlinear model and spatial econometric model.The results show that firstly inclusive finance has a significant threshold effect on industrial structure,and with the improvement of industrial rationalization level,the poverty reduction effect is weakened.Secondly,with the improvement of industrial upgrading level,the poverty reduction effect is strengthened and finally on the spatial level,inclusive finance also presents a significant positive spillover effect on the poverty of this region and"adjacent"areas,along with that the degree of poverty alleviation was significant.Based on this,this paper puts forward suggestions to speed up industrial structure adjustice to realize the industrial integration development,furthermore this paper points out the importance to the threshold characteristics of industrial structure optimization and upgrading,and propose suggestions to strengthenflow of financial resources aross regions.
