湖南洞庭湖南荻绿色利用产业现状与发展策略研究

Study on status quo and development strategy for green utilization industry of miscanthus lutarioriparius in Lake Dongting district

随着洞庭湖造纸企业全面退出生产,南荻生物质如何绿色利用成了亟待解决的问题。总结南荻生物质绿色利用产业发展现状,分析发展中的主要问题,为洞庭湖南荻生物质绿色利用产业化发展提供建议。通过对环洞庭湖南荻生物质绿色利用企业进行实地调查,委托湖南航天科技有限公司利用遥感技术收集2021年南荻种植以及弃收面积等相关数据,分析南荻生物质绿色利用产业化发展状况、现存主要问题及产业发展优势。湖南洞庭湖南荻绿色利用产业以芦笋产业、芦菇产业、人造板产业、建材产业等为典型,产业发展以2018年初为分水岭分为萌芽阶段和规模发展阶段。产业发展过程中存在“大规模工业化生产企业占比小,整体运行效率低”、“产业配套法规、政策不完善,市场机制不健全”、“产业关键技术和装备水平相对较低”、“产业链不完善,品牌效应仍未形成”等问题。提出“产业结构调整优化,兼具生态环境效益和经济效益”、“合理规划布局,产业规模控制”、“建立配套政策,优化营商环境”、“发展产业集群,鼓励产业融合”等策略建议。

Miscanthus lutarioriparius was the main raw material of the paper industry in Lake Dongting area.However,with the withdrawal of papermaking enterprises after 2018,the green utilization of Miscanthus lutarioriparius(M.lutarioriparius)has become a hot topic.This paper summarized the development status and the main problems of the green utilization industry of M.lutarioriparius,and provided suggestion for the industrialization development of this industry.Based on the results of field investigation and the planting and abandoned harvest area from Hunan Aerospace Science and Technology co.,LTD.by remote sensing technology,this paper analysis the status quoth,existing problems and development advantages of this industry.M.lutarioriparius industries of shoots,mushrooms,boards and building insulation materials were the typical green utilization industries in Lake Dongting area.The industrial development was divided into germination stage and scale development stage from the beginning of 2018.There are some issues existed on Hunan M.lutarioriparius green utilization industry development,such as the small proportion of the large-scale production enterprises and the low overall operation efficiency,the imperfection of supporting regulations,policies and market mechanism,lack of high technology and equipment,the imperfection of the industry chain and lack of branding.This research contributes to the proposal of optimization of industrial structure basing on ecological and economic benefits,rational planning and layout,establishment of supporting policies to optimize the business environment,encouraging the industrial clusters and integration.
