摘要
高质量学前教育体系是高质量教育体系的重要子系统。本文从系统论、生态学理论和全面质量管理理论的综合研究视角出发,结合我国学前教育的实践样态构建了高质量学前教育体系的分析框架。结合新发展理念,归纳出高质量学前教育体系应具有普惠共享、协调均衡、开放多元、供需适配、高效能、创新发展和可持续的特征。在此基础上提出高质量学前教育体系建设的路径:多措并举激励全员参与体系建设;将普惠性学前教育纳入基本公共服务体系;完善质量激励与约束机制;提高教师教育等子体系的质量与协同发展度;借力乡村振兴战略推进学前教育协调均衡发展。
The high-quality preschool education system is an important subsystem of high-quality education system.This paper synthesizes the research perspectives of system theory,ecology theory and total quality management theory,and combines the practice of preschool education in China to construct an analytical framework of high-quality preschool education system.Combined with the new development concept,it is believed that a high-quality preschool education system should have the characteristics and macro goals of general benefits and sharing,coordination and balance,openness and diversification,supply and demand adaptation,high efficiency,innovative development and sustainability.On this basis,five construction paths are proposed:take multiple measures to encourage all members to participate in the system construction;incorporate public-interest preschools into the basic public service system;improve the quality incentive and restraint mechanism;improve the quality and coordinated development of teacher education and other subsystems;take advantage of the rural revitalization strategy to promote the coordinated and balanced development of preschool education.
