新时代教材治理现代化的路向转变 被引量:6

摘要 新时代实现教材治理体系和治理能力现代化要借助治理理论,重构我国教材建设的知识体系,寻求教材善治的制度平台,转换教材建设的公共政策制定模式,破解市场化进程中教材管理低效的困境。有效推进教材治理现代化,需在教材治理方位、教材治理主体和教材治理机制三个方面加以努力:一是要明确教材治理方位,把准教材治理的方向和目标,确保教材治理体系建设以马克思主义为指导,体现中国特色和民族风格,遵循党和国家的教育要求;二是要强化教材治理分层,明晰国家、地方与学校的职权与责任以及彼此之间的互通与联动关系,构建立体化的教材治理体制;三是要完善教材治理机制,提高教材准入门槛,落实淘汰和监督机制,同时协调好政府与市场的关系,实现教材高质量发展。 To realize the modernization of textbook governance system and governance capacity in the new era,it is necessary to use governance theory to reconstruct the knowledge system of textbook construction in China,seek the system platform for good governance of textbooks,transform the public policy making mode of textbook construction,and solve the dilemma of low efficiency of textbook management in the process of marketization.In order to promote teaching material management modernization effectively,we need to focus on the azimuth,main body and mechanism of teaching material management.Firstly,we should make clear teaching material management azimuth,the direction that manages quasi teaching materials and targets,ensure teaching material management system construction is guided with Marxism,reflects Chinese characteristics and national style,follows the educational requirement of the party and the country.Secondly,we should strengthen teaching material management stratification,the authority of clear country,place and school and responsibility,and the interworking between each other and linkage relationship,build the three-dimensional teaching material management system.Thirdly,it is necessary to perfect the governance mechanism of teaching materials,raise the threshold of access of teaching materials,implement the elimination and supervision mechanism,and coordinate the relationship between the government and the market,so as to realize the highquality development of teaching materials.
