摘要
针对不同类型、不同规模、不同发展基础的高校实施分类评价、动态评价、诊断评价是大学评价的必然趋势,也是教育评价研究的热点和难点。围绕行业特色高校评价的认识论、本体论、方法论问题,尝试构建一套"动态监测—预警诊断—反馈改进"三位一体的评价体系。首先,厘清行业特色高校评价的现实和理论意义,解决为什么评的认识论问题;其次,构建"内涵特征—条件特征"识别准则,厘定行业特色高校的特点及其在"双一流"监测评价中的特殊性,明确评价目标及原则,解决评什么的本体论问题;最后,通过行业特色高校评价指标、评价方法、评价结果等要素的探讨,提供集评价规则、指标体系、技术标准、操作规程于一体的系统化解决方案,解决怎样评的方法论问题。
It is an inevitable trend of university evaluation to implement classified evaluation,dynamic evaluation,and diagnostic evaluation for universities of different types,different scales,and different development bases.It is also a hot and difficult point in education evaluation research.Focusing on the epistemology,ontology,and methodology of the evaluation of industry-specific universities,we try to build a trinity evaluation system of“dynamic monitoring-early warning diagnosis-feedback improvement”.Firstly,we need to clarify the practical and theoretical significance of the evaluation of industry-specific universities,and solve the epistemological problem of why they are evaluated.Secondly,we need to construct the“connotation feature-conditional feature”identification criteria to determine the characteristics of industry-specific universities and their particularity in double-class monitoring,clarify the evaluation objectives and principles,and solve the ontological problem of what to evaluate;and finally,through the discussion of the evaluation indicators,evaluation methods,evaluation results and other elements of the industry-specific universities,provide a set of evaluation rules,indicator systems,technical standards,and operating procedures systematic solutions to solve the methodological problems of how to evaluate and enrich the university evaluation system with Chinese characteristics.
