老年数字鸿沟治理的一个分析框架

An Analytical Framework for Narrowing the Digital Divide among the Elderly

在以互联网为基础建构的信息化时代,全新的组织方式和资源配置形态有望为包括老年人在内的所有人提供更加多样、便捷、优质的产品和服务,但这并不会自动实现。由于老年人普遍认知能力下降、受教育程度大相径庭、经济地位悬殊以及政府的公共政策失当等原因,"数字不平等""年龄歧视的数字鸿沟"等现象开始显现。基于联合国2030可持续发展目标"不让一个人掉队"的理念精髓,深入剖析了信息化时代加剧老年数字鸿沟的四种效应,初步建立了一个促进社会公平发展、消除老年数字鸿沟的治理分析框架,进而提出了构筑年龄友好信息基础设施和治理结构、确认积极老龄化导向、引入非数字公共配套机制、加强国际社会关于信息技术对老龄社会包容性治理影响机制的知识合作等四项关键政策。

In the information age,a brand-new pattern of organization and resource allocation is expected to provide more diverse,convenient,and quality products and services for everyone,including the elderly.But this will not happen automatically.Due to the decline of cognitive abilities of the elderly,the vastly different levels of education,the disparity in economic status,and the inappropriateness of the government’s public policies,phenomena such as"digital inequality"and"digital divide due to ageism"have begun to emerge.By adopting the 2030 Agenda,Member States of the United Nations have committed to leave no one behind in their implementation of the Sustainable Development Goals.Based on this pledge,this paper analyzed how the information age exacerbated the digital divide among the elderly from four aspects,and initially established a framework to promote social equity and development and bridge the digital divide.Then this paper proposed four key policy suggestions:building an age-friendly information infrastructure and governance structure,confirming a positive aging orientation,introducing non-digital public supporting mechanisms,and strengthening international cooperation on the impact of information technology on inclusive governance of the aging society.
