面向2035年的上海青年科技创新人才发展评价——基于WSR系统方法论视角 被引量:3

摘要 青年科技人才发展涉及社会、经济、环境等多个方面,因此将青年科技创新人才发展看作一个复杂巨系统问题,基于WSR系统方法论视角,从物理发展、事理发展和人理发展三大维度构建青年科技创新人才发展评价指标体系。针对上海青年科技创新人才发展并结合2035年远景目标,利用2010—2020年的相关数据,运用熵值法对其纵、横向发展态势进行评价分析。结果显示:上海青年科技创新人才发展水平呈现整体递增、稳中向好趋势,但综合得分低于江苏和浙江两省,尤其在人才培养资金投入、科研条件及人才科技创新产出等方面与上述两省仍有一定差距。根据实证分析结果,对上海青年科技创新人才发展评价提出构建多元化青年科技创新人才发展评价体系、建立“政产学研”科技创新人才评价数据交换共享平台、创立长江经济带省市人才协同评价机制等建议,并对上海青年科技创新人才发展提出,加快建设世界重要人才中心和创新高地、提高青年科技创新人才科技研究成果转化率、深化国际青年科技创新人才发展合作等对策措施。 The development of young scientific and technological talents involves social,economic and environmental aspects,so it is regarded as a complex giant system problem,and based on the perspective of WSR system methodology,the evaluation index system for the development of young scientific and technological innovation talents is constructed from three dimensions of the development of Wuli-Shili-Renli.For the development of young scientific and technological innovation talents in Shanghai and combined with its 2035 vision,the entropy method is used to evaluate and analyze the vertical and horizontal development trends by using relevant data from 2010 to 2020.The results show that the development level of young scientific and technological innovation talents in Shanghai shows an overall increasing and steady trend,but the overall score is lower than that of Jiangsu and Zhejiang provinces,especially in terms of investment in talent training,research conditions and technological innovation output of talents,there are still a certain gap with the two provinces.Based on the results of the empirical analysis,this paper propose to build a diversified evaluation system for the development of young scientific and technological innovation talents in Shanghai,establish a data exchange and sharing platform for the evaluation of scientific and technological innovation talents between government,industry,academia and research,and create a collaborative evaluation mechanism for talents from provinces and municipalities in the Yangtze River Economic Zone.Furthermore,it proposes countermeasures for the development of young scientific and technological innovation talents in Shanghai,such as accelerating the construction of a world important talent center and innovation highland,improving the transformation rate of scientific and technological research results,and deepening international cooperation,etc.
