This paper mainly analyzes the complex international situation faced by the current opening up of higher education and the adjustment of its own development structure,puts forward the main tasks of opening up of higher education,and clarifies the basic principles of implementing higher education opening including improving quality and efficiency,characteristic development,and bottom-line thinking.On this basis,it points out the main implementation paths for the opening up of higher education in terms of optimizing the system and mechanism,strengthening regional coordination,promoting the integration of science and education,cultivating internationally competitive talents,and improving international influence.
